Change not only your eye color, but also your ID!

Recently, keratopigmentation (the artificial change of eye color through surgery) has become one of the widespread medical-aesthetic procedures. People undergo this procedure to change their natural eye color.

However, citizens are also required to renew their identity cards after undergoing this procedure. The legal basis for changing the identity card is Article 3 and Article 4 of the “Law on Identity Cards of Citizens of the Republic of Azerbaijan.” According to Article 3 of the mentioned law, the identity card must include the citizen’s surname, first name, patronymic, gender, date and place of birth, blood type, individual identification number, card number and validity period, personal signature of the identity card holder, and a photo that meets the requirements of the International Civil Aviation Organization (ICAO). Additionally, the identity card contains an electronic chip that includes various personal data about the citizen, including their eye color.

Article 4 of the law states that one of the reasons for changing the identity card is when the information on it is incorrect. When a citizen undergoes a keratopigmentation procedure to change their eye color, the information about their previous eye color on the identity card automatically becomes inaccurate, thus providing grounds for the card’s renewal.

Citizens or their legal representatives must apply to the “Asan Service” centers within one month from the moment the need to change the identity card arises, submitting the old identity card, an application form for the identity card replacement, and a document confirming payment of the state fee (the legal representative must also provide a power of attorney).
